TfL have now responded to complaints that vehicles which are not licensed Taxis are parking/charging on bays specifically implemented for the use of TfL licensed E-Taxis only.
TfLs response:
The e-Taxi only bays on the red-route are enforceable and we can and do issue PCNs to other vehicles parked on them, whether they are charging or not.
Those not on red-routes would need enforcing by the boroughs.
Most of the bays however, are not covered by our camera network so the penalties are issued by on street wardens, rather than cameras.
When we receive information around problem areas, this is passed on to the enforcement team to enable them to deploy the officers where needed.

This problem was bought up at Mayors question time by Caroline Russell.
USE OF TAXI CHARGING POINTS BY ITHER VEHICLES.
Answered By The Mayor:
“Metropolitan Police Service Police Community Support Officers and Transport for London Roads and Transport Enforcement Officers (RTEOs) patrol red routes to help improve compliance and enforce against parking contraventions.
“If a vehicle other than a taxi is stopped within an E-taxi bay then it can be issued with a Penalty Charge Notice (PCN). Taxis stopped in an E-taxi bay should abide by the controls displayed on the signage”. Ends.
At present, there are over 3,000 charging points scattered around London.
But of these, unfortunately TfL are nowhere near the Mayor’s promised 300 designated chargers for E-Taxis only.
Back in December 2019, £4m was set aside to finance the implementation of 1,000 chargers. But again this appears to be just another misnomer, from the Mayors PR department.
With almost 3,000 E-Taxis on the road, charging space is at a premium.
