Is Sexual Predator Uber Driver, One of Helen Chapman’s 13,000 With Unsafe DBS Check ?

Dear Helen Chapman
Just read this post on the Court News UK website.

Apparently one of your Uber Private Hire Drivers has been jailed for molesting a 16 year old Japanese school girl just a year after he was previously arrested for groping another woman in his Uber minicab.

Can you please tell us how TfLTPH under your direction, have allowed this sexual predator to carry on working as a licensed private hire driver, after having been arrested by police just over a year ago for a previous sexual attack on a young woman ?

Surely you have a duty of care to protect the public from sexual predators.

Is Shahid Qureshi one of the 13,000 Uber drivers with a fake DBS criminal record checks that your department swept under the carpet.

If this is the case, you need to resign immediately affect.

Taxi drivers have started referring to the 13,000 Uber drivers with fake DBS checks, that TfLTPH swept under the carpet.... as Chapman's Chariots

We will be asking our GLA councillors to investigate this matter fully.

The inaction Helen Chapman's department over these unsafe DBS checks, is resulting in serious sexual assaults (including rapes) across the capital and the responsibility lays firmly on your shoulders Helen.

How do you sleep at night knowing that you have allowed unsafe Uber drivers to carry on working, putting the public at great risk ?

The case has also featured in today's Daily Mail.

A married Uber driver who sexually assaulted a 16-year-old exchange student and told her ‘This is England’ was jailed for 12 months today.

Shahid Qureshi, 42, molested the Japanese teenager less than a year after he was arrested for groping a woman in his car.

Qureshi had insisted his passengers sat in the front passenger seat before kissing and pawing them, Inner London Crown Court heard.

Prosecutor David Ryan said the Japanese schoolgirl was collected by Qureshi at Heathrow Airport on July 30 last year after flying to London to attend an English school.

A married Uber driver who sexually assaulted a 16-year-old exchange student and told her ‘This is England’ was jailed for 12 months today

‘The school organised a taxi and she ended up being picked up at Heathrow by this defendant in the car park and he told her to sit in the front seat,' he said.

‘On the way he stopped at a petrol station and insisted that she take a drink and he also asked her for her WhatsApp account.

‘He carried on talking to her but she was tired and didn’t understand what he was saying.

‘He extended his left palm out to her and asked her to put her hand on his palm, she refused but he insisted.

‘His hand closed around hers and he kissed the back of it, he then kissed her cheek and asked her to kiss his cheek.

‘She told him “We don’t do this in Japan,” and he said, “This is England,” and asked her again, about three times.

‘She then got scared so she kissed him on the cheek very quickly and he told her that they were “best friends” and he would get her a well-paid job.’

Qureshi continued to pester her for sex on WhatsApp after he dropped her off.

A complaint was made and he was arrested several weeks later.

Qureshi admitted being the driver but denied sexual assault.

Police enquiries revealed Qureshi had been arrested in December 2016 for a similar offence.

Qureshi continued to pester his teenage passenger for sex on WhatsApp after he dropped her off at Inner London Crown Court (pictured)

Mr Ryan said: ‘In September 2016, the complainant was visiting her mother in hospital and ordered an Uber Pool at around eight in the evening.

‘She originally got in the rear passenger side and he explained to her she needed to get in the front as they were picking up two more passengers.

‘They were driving towards Brixton and then he said to her that she should go to a party with him.

‘He placed his hand on her right thigh, between knee and groin, before she brushed it away.’

Qureshi has a previous conviction for harassment in 2011 when he kissed and grabbed a colleague while working as a health care professional.

He is married with four children and has lived in the country for 15 years.

Judge Freya Newbery said: ‘Regrettably you haven’t really accepted what you have done.

‘I cannot regard these offences as being “over-friendly.”’

Qureshi, of Oakland Way, High Wycombe, denied the charges but was convicted of two counts of sexual assault.

He hung his head as he was jailed for a total of 12 months.

His name will remain on the sex offenders register for 10 years.

But the way things are at TfLTPH with Chapman's Chariots, he could be driving an Uber again, sooner than you think!

Interesting post. Perhaps more detail about the fake DBS? How can someone have a fake DBS? What evidence is there of fake DBS certificate being used by 13000 licensed drivers?

Are you for real?

It was all over the media from September last year when the news first broke by the LCDC in the Sunday Times article.
TfL knew about the unsafe DBS checks but kept quiet.

When the article appeared in the Sunday times, Chapman made a statement that all 13,000 would have to resubmit
Apparently only 2,600 did
But again the issue was swept under the carpet

It's been in the media, we've had statements from TfL plus FOI requests and it's been widely reported on Taxi Leaks

Thank you for responding. It is a very interesting post but I have been doing some research and have been unable to find evidence of 'fake DBS certificates'. It would be fascinating to know how 13000 fake DBS certificates were conjured up? This would constitute a major criminal act and would warrant a very harsh penalty. Do you have any idea who the criminal mastermind was that produced these fake DBS certificates? What have the Disclosure and barring service said about this alleged unprecedented act? No doubt they are working tirelessly with the ahthorities to bring the culprit to justice?

From the Times article

Transport for London (TfL), which licenses taxis in the capital, is writing to at least 13,000 minicab drivers — more than a tenth of the total — telling them their background checks are no longer valid. The drivers will be given 28 days to make new applications for vetting or be taken off the road, TfL said. They work for several companies but the largest number are Uber drivers.

Helen Chapman has since stated that only 2600 drivers have resubmitted DBS checks

Thee have been no suspensions or revocations as TfL have again swept this issue under the carpet.
